Ingredients:

- 1 red chili, thinly sliced
- 3 green onions, sliced diagonally

Instructions:
1. Prepare the Crispy Beef:
- In a bowl, combine the thinly sliced flank steak with cornstarch, salt, and black pepper. Toss until the beef is well-coated.
2. Heat the Vegetable Oil:
- In a wok or large skillet, heat vegetable oil for frying over medium-high heat.
3. Fry the Beef:
- Carefully add the coated beef slices to the hot oil, ensuring not to overcrowd the pan. Fry until the beef is golden and crispy. Remove and drain excess oil on paper towels.
4. Make the Sauce:
- In a small bowl, whisk together soy sauce, hoisin sauce, rice vinegar, brown sugar, ketchup, sesame oil, minced garlic, and grated ginger. Set aside.
5. Stir-fry Vegetables:
- In the same wok or skillet, stir-fry the sliced bell pepper and red chili until slightly tender but still crisp.
6. Combine Everything:
- Return the crispy beef to the wok, pour the prepared sauce over the beef and vegetables, and toss until everything is well-coated and heated through.
7. Garnish and Serve:
- Garnish with sliced green onions and sesame seeds if desired.
